Porirua City Council invites any of us to provide feedback on options for the future of Spicer Landfill starting on Tuesday 24 February and closing on Wednesday 25 March.
The future of Spicer Landfill has to change because the consents to operate the landfill will expire in 2030.
Previously there have been discussions about extending the landfill. These plans are on hold as odour issues, location close to neighbours, environmental effects, geotechnical risk, and cultural impacts for Ngāti Toa Rangatira, mean new consents are unlikely to be granted.
Instead, we have identified four options for the future and would like to know what you think. As a very brief summary:
Option A is a public rubbish transfer station with no commercial trucks
Option B is a public rubbish transfer station that allows commercial trucks
Option C is a public rubbish transfer station that allows commercial trucks and clean fill disposal
Option D is to close Spicer Landfill in mid-2030.
Each of the different options will affect how much you pay to dump rubbish, your rates bill (if you are a Porirua ratepayer), the environment, and who can dump rubbish at Spicer.
The Pukerua Bay sign was severely damaged in August last year when it was struck by a car. The sign cannot be repaired and will be rebuilt. As an interim measure the site will be tidied up. Parts of the sign that can be removed will be taken and placed in safe storage until it is clear what will be done to restore the sign. So if someone has the PUKERUA portion of the sign in their safe storage please get in touch and it can be kept with the other pieces.
Investigations are underway on establishing the cost of replacing the sign and donations to fund this will be sought. If you are able to help with this, please make contact through pukeruabayresidents@gmail.com
Wellington Electricity (WE) will be replacing power poles on Teihana Rd West and Rawhiti Rd to Kapekape Pl between 22 September and 10 October
WE advises that to carry out this work safety, traffic management will be set up around the work areas: 1 Teihana Road West will have one lane closed and a one-way detour in place (via Rawhiti and Wairaka Roads) 2 Rawhiti Road will have a 3-way stop-go operating at the intersection with Kapekape Place. There will also be some minor works at 158 Rawhiti Road. 3 WE will also need to disconnect power to some residents during some of the work. If your power is going to be impacted, your electricity retailer will send a notification closer to the time confirming the outage date and time frame. The dates and times for the planned work are as follows, along with the associated impact to residents.
Day 1: Monday 22 September
12 – 14 Teihana Road West Installing isolation links Temporary traffic management will be set up from 7:00am, with the one-way detour in place for 4 hours between 7:00am and 5:00 pm
134 Rawhiti Road Installing isolation links. Temporary traffic management will be set up from 7:00am, with a three-way stop-go in place for 4 hours between 7:00am and 5:00pm.
Day 2: Wednesday 24 September
6A – 14 Teihana Road West Pole replacement Temporary traffic management will be set up from 7:00am, with the one-way detour in place for 8 hours between 7:00am and 6:00pm.
Te Motu Road, Teihana Road & Takutai Road Pole replacement Power outage for some residents from 8:00am to 4:00pm
Day 3: Thursday 25 September
12 – 14 Teihana Road West Removing isolation links. Temporary traffic management will be set up from 7:00am, with the one-way detour in place for 4 hours between 7:00am and 6:00pm.
Day 4: Tuesday 7 October Rawhiti Road, Kotipu Place Pole replacements Power outage for some residents from 8:00am to 4:00pm 134 – 140 Rawhiti Road Pole replacements Temporary traffic management will be set up from 7:00am, with a three- way stop-go in place for 8 hours between 7:00am and 5:00pm. 158 Rawhiti Road Minor works. Temporary traffic management will be set up for minor works at this location.
Day 5: Friday 10 October 134 Rawhiti Road Removing isolation links. Temporary traffic management will be set up from 7:00am, with a three-way stop-go in place for 4 hours between 7:00am and 5:00pm.

Contractors (BOSCO) will start phases one and two of the work to improve Muri Road from Sea Vista Drive to number 43 Muri Rd. The improvements will include widening of the roadway and installation of a footpath to join up with the existing boardwalk on the rise from the intersection with Sea Vista Drive.
The Contractors have dropped off letters to Muri Road residents advising them of the works being undertaken and that there will be disruption to traffic flow and pedestrian access during the time the works are undertaken. Residents from 9A to 19 Muri Road have been or are being directly contacted by the contractor to work over access issues to their properties that will occur as the roading improvements are being undertaken.
To undertake the works the developer/contractor had been required to develop a traffic management plan for vehicles and pedestrians that PCC can be satisfied with. The nature of the works and the road itself has made a traffic management plan, acceptable to PCC, for pedestrian access through the works site not achievable. Meaning no pedestrian access through the worksite during operational hours.
The only option open to the contractor has been to advise pedestrian traffic to use the pathway along the closed Muri Station through Muri Reserve to Sea Vista Drive or across the railway tracks to Weku Road. Pedestrian access along Muri Rd will be open when works are not under way.
Phase 1 of the work is scheduled to start on 30 June and be completed in one to two weeks, with sealing of that section on 14th July.
Phase 2 is scheduled to take 17 working days to complete with sealing of the road scheduled for 5th or 6th of August.
As with any earthworks the progress will be weather dependant so completion dates may be earlier or later than scheduled.
At this point a schedule Phase 3 has not been finalised.
