Report to Pukerua Bay Residents Association – June 2026
Congratulations to the Residents Association on the new south side bus stop! Great
advocacy.
You will have seen the publicity about a zero rates increase. The property valuationsdecreased the value of residential properties across the city. The value of utilities dramatically increased (61%). Combined with this, one utility – 3 waters, becomes aratepayer for the first time. As the last year of the LTP the increase in revenue needed for the year was modest (approx. $7M). The rates coming in from utilities and industrial properties will ease the burden on residential rates.
With the proposed GW and Tiaki Wai charges (which may change), residents should expect to pay an increase of around $230 in total for 2026/27. We have some significant decisions to make around waste and other issues in the LTP so rates increases will be needed in the 2027/28 year.
Flooding maps for Pukerua Bay have been adopted after consultation. These will now be lodged on the District Plan.
Council resolved to progress Option A for the Spicer Landfill – access for domestic waste to a transfer station. We visited Silverstream Landfill that has a proactive waste reduction approach. We have asked for advice on this approach as part of the build up to the Long-Term Plan (LTP). Council is consulting on high level priorities for the LTP – the statements that drive all the planning. Consultation closes June 11.
Council agreed to start a conversation with residents about the implications of proposed amalgamation. This is not a statutory consultation, but an opportunity for people to understand the process underway and the opportunities to give feedback. The Mayoral Forum will present a proposal to the Minister on August 9th . This is likely to be high level. It would be good for the Residents Association to consider what might help communities stay informed on this issue.
This is my last month with Pukerua Bay Residents Association. I now rotate to Whitby. Ross Leggett will be attending your meetings.

Project Updates
Climate Action Rōpū
Kate Scott from Electrify Porirua will talk at the next Crop Swap, 20 June.
We’ve written an article in Kōrero, which James King from PCC has contributed to. We are teaming up with residents of Grays Road to plant around a wetland area at the back of their properties thanks to funding from the council. We’re also adopting the recommended actions from the last Climate Action Cafe meeting – making and encouraging submissions on the Long-term Plan and getting to know PCC’s Climate Strategy. Plimmerton Climate Action Cafe intend to host a public meeting on the latter, and we will support that rather than running a separate one.

The Long Walk: We are involved with children at Pukerua Bay School on activities centred around the story. Royalty payments continue to be received.
Pukerua Bay Sign & Wairaka Corner: These two projects are now under the
umbrella of the Residents’ Association.
Wikipedia: Ashley is now an “official” editor. He has made some corrections, changes and additions.
Lindsay War Diary: Darryl Lindsay presented to us with two copies of the war diary. The beautifully leather-bound copies replicate the original but with the transcribed text and maps. A simple A4 printed copy has been donated to the RSA for their library. We have been given permission to publish the diary on the He Ara website.
School Hall: Marcus the principal has been in contact with Paul about the refurbishment of the hall. We have been asked to prepare a panel outlining the history of the hall.
Wairaka pā: Panel information has been sent to designer.
He Ara is Ten Years old: We are celebrating.
Pukerua Bay Community Garden & Food Forest Budget
MOU – We’ve looked at the MOU and created drafts and it’s under discussion with the group.
Wellington Airport Community Awards – Jane was approached by Beccy Davies encouraging us to apply. Yvonne kindly helped put a nomination together.
Wairaka Corner – a subgroup of people Stan, Paul, Brian and Pauline have cleared the site. Pauline has designed a small area. PCC has been approached (although it’s NZTA land).
The subgroup has approached the main group to see if there are any funds that could be allocated. The $500 koha we received previously will be redirected to the Wairaka Corner.

Kōrero report to Pukerua Bay Residents Association, June 2026
Kia ora koutou katoa
As we write this report, Kōrero is with the printer – by Tuesday you may even have received the latest copy.
The September issue will focus on ‘the silver screen’ and should be a lot of fun, as we have lots of talent from which to draw! We understand that the RA will be hosting a candidate’s meeting and will save half a page for promoting that.
We’ve been bold and have submitted an entry to the Wellington Airport Regional Community Awards. No expectations, but we thought we may as well give it a go!

Pukerua Bay Sign Report June 2026
Pukerua Bay Sign. This project is under the umbrella of the Residents’ Association.
Porirua Police have advised the case has been heard in court, the driver dealt with and the case is closed. There will be no compensation.
A small group have met to work towards reinstating the sign damaged in August 2025.
The next step is to consider a design.

The PCC Amalgamation proposal survey is on PCC website with A short timeframe to complete – RA noted, and agreed for Committee to complete as individuals. It was suggested that Amalgamation could be a discussion topic for the RA AGM.
The Chair thanked Moira on behalf the of the Committee for her advice and assistance. Ross Legget Whitby will be Pukerua Bay’s Counsellor contact for the next 6 months

Jane stepped down from representing garden and climate groups. The Chair and Gay Hay thanked Jane for her stella representation of both groups.

General Election Meet the Candidates (Update) – waiting for advice from Green Party candidate on dates
Pukerua Bay Community Garden Food Forest Committee has redirected some funding (from Stan …) to the RA for SH58 garden as a one-off goodwill gesture. Dorothy raised the risk that roading/maintenance contractors need to be aware the community is taking care of the garden. The Committee proposed the garden come under the RA umbrella with the Chair as contact person.

Pukerua Bay Sign group has put forward a concept for the reinstatement of the sign which incorporates elements from previous sign as much as possible within budget. The sign will be an agenda item in the RA AGM. Margaret Blair is RA Committee contact person for the sign.

Two culvert issues, one road subsidence issue were raised at the meeting by residents and discussed with PCC Councillor: (i) The School Pathway from Te Kura Rd, blocked culvert, the school and Council have advised it is NZTA responsibility (ii) Another culvert issue on Rawhiti Rd that resulted in basement flooding and expensive repair work. The Council and Wgtn water have advised culvert is the residents responsibility (iii) Some road subsidence on the East side of Railway line near Muri Rd
