Council updates

PCC – Moira Lawler Councillor

Noa‘ia ‘e mạuri gagaj ‘atakoa! This week is Rotuma language week. The language is endangered and there is a small community in Porirua working to maintain language and culture.

It’s been a busy time for Council since the last meeting, with the rainstorm event creating flooding and clean up issues around the city.  Porirua was much better off than Wellington but there are still issues that arise around stormwater management (culverts etc.), tree management on private land, silt management for developments, and flooding of residential houses.

There was a silt overflow from Plimmerton farm during the rain event. Greater Wellington has decided not to take action given the generally responsible approach to sedimentation taken at Plimmerton Farm.  The Muri Rd development has had 2 consent breaches actioned by Greater Wellington in the last 9-12 months. Council also investigated the cutting of trees from a Significant Natural Area.

The Mt Welcome development is back in the fast track process. Council has commented on the resubmitted application.  Next a panel is appointed to consider the application and Council and others will make formal submissions. No dates available yet.

We heard submissions on the future of waste management and Spicer landfill. Tawa residents are clear they want the landfill closed. Many submitters want a waste transfer service at the least cost. There were some strong regional submissions on options to minimise waste and divert waste from landfills.  We are visiting the Hutt services in the next couple of weeks and will consider officer advice on May 28.

I worked with local residents to bring a presentation to Council asking Council to adopt a policy of not procuring from companies identified by the UN as funding the illegal settlement of Palestine.

There will be a wide range of views around the table when the motion is put to Council.

Council is consulting on the Public Places By-law, Signs and Smokefree Outdoor Public Places Policy from May 1 to June 1.

Council is also engaging local organisations on the strategic priorities of the next Long Term Plan. This ‘pre statutory’ consultation is a new step in the process requested by Councillors.

No new local issues – Council has agreed to provide plants to a Haunui Rd resident clearing cape ivy off a road side bank. Council is awaiting advice on the options for clearing the stream by the red shed on the beach.

Climate Action Rōpū

Project Updates & Planning

  • Pōneke Climate Festival: A summary of Pukerua Bay’s climate initiatives has been submitted to the Ngaio Climate Crew as part of the regional festival.
  • Council Consultation: The group met with James King regarding upcoming community consultations; a formal update for the Kōrero newsletter is expected soon.

Upcoming Events

  • June 20 Crop Swap (Electrify Porirua):
    • Kate Scott is confirmed to present followed by a discussion.
    • She will also contribute to the next Kōrero issue.

  • Matariki Celebration:
    • Planning is underway for Luke Harris’s involvement.
    • The group is currently exploring funding for a specific project

Thanks to all the people who contributed to our April issue and its celebration of volunteering. It was very special to have the opportunity to highlight the 100 years of service provided by the Residents Association.

Our Matariki issue is in the content development phase. It will focus on climate and the environment in alignment with the Matariki focus on Ururangi (the winds of the sky’).

The following issue focuses on ‘the silver screen’. As noted in our last report, we’re anticipating that the RA will hold its usual candidates meeting and will save space for promoting that.

Community Garden Food Forest

Compost structure – The roof is ready for installation with roof screws and plastic sheeting purchased.

Mulch – We’ve been gifted lots of wonderful mulch lately. Gay to send a thank you to PCC.

MOU – Paul explained the premise of the Res Assoc’s MOU to the group. We agree in principle and the draft to be shared again with the group. 

He Ara Pukerua

The Glenside Residents’ Association hosted us at a very successful launch at the Halfway House in April, with descendants of two of the key families. We’ve had excellent feedback.

    We are involved with activities centred around the story with children at Pukerua Bay School. Royalty payments are rolling in.
  • Hutt Mana Grant: our application was successful and we have received $1090 to complete the panels on the final two bollards. Copy for these panels is nearly finalised.
  • Pukerua Bay Sign: Brian reported that the case had been heard in court, the driver has been dealt with and the case is closed. We can now move forward with the process to reinstate the sign.
  • Wairaka corner: Brian, Paul and Stan have completely covered the area with cardboard and sacks in readiness for planting. Great work guys.
  • Wikipedia: Ashley has corrected, added to and expanded on the page about Pukerua Bay. The He Ara team are now working on this. His IP address was banned when he attempted to register as an editor. This has now been sorted.
  • He Ara Ten Years old: Suggestion we celebrate. Let’s do it!

Pukerua Bay Sign – completed and case is closed. Police not encouraging about recovering costs, so RA focus is on how to reinstate the sign. Tentative goal to unveil reinstated sign on June 8 2027 as part of Pukerua Bay School centennial celebrations. Funding is a priority to support timely. RA acknowledges commitment of key committee members galvanised by Margaret Blair

General Election meet the candidates – another successful meeting, this time with Tim Costley held on 4 May. Unfortunately the Green Party candidate needed to withdraw, new candidate to be elected 24 May. Gemma Plank Green Party Kapiti-Kenepuru Co-convenor will extend invitation to new candidate when confirmed

Dog and Penguin signage – no further developments

Parking Muri Rd – (Escarpment walkers), Committee noted and acknowledge issues.

Dog Control By-Laws review – Information on number of registered dogs per street in Pukerua Bay received in response to Paul’s Local Government Information request into PCC about Dogs in Pukerua Bay. 258 registered dogs in Pukerua Bay.

  • Action: Paul to call (via PKBRA FB page) for resident volunteers to assist with exploring establishing a dog park in Pukerua Bay

Trees with hanging branch on highway

The Muri Road development – are cutting road to Muri Rd in May or June. 1 July planning a walk-around the development. There have been issues with people on bikes getting too close to tree felling.

PKB RA administration it was agreed there was a need for a list of committee tasks and assigned to members to support membership continuity

Regular PKB RA circular to be established to update community on matters arising – frequent issue to keep community informed of matters arising that affect PKB. Online format preferred, subscription based, distributed via email to those that subscribe. Level of support via social media to be considered
