Council updates

Porirua City Council – Moira Lawler Councillor Report to Pukerua Bay Residents Association March 2026

  • Street naming policy – Council has adopted a policy to ensure streets are named in keeping with the history and culture of the community and city;
  • council agreed to be part of rates assistance scheme that requires central govt support would make,
  • Spicer landfill closure and waste options after that – Submissions on the future of the landfill services close on March 25th.  All options will result in increased rates as the current landfill generates a surplus;
  • Flood mapping – the final round of consultation is on March 19 7-9 pm at St Marks, residents are able to submit on draft district plan later in 2026;
  • Long Term Plan – we are preparing for the next Long-Term Plan (LTP) 2027-2037, the proposed capital projects are infrastructure focussed without the 3 waters infrastructure.
  • Our Annual Plan 2026/27 has very little changes from the LTP (except the establishment of the 3 waters entity Tiaki Wai).
  • Current capital projects include 4 wastewater infrastructure improvement projects; 2 at Spicer landfill, the new Cannons Creek Library build, a project to improve parking and accessibility at the South end of Titahi Bay beach; and a project on the foreshore of the harbour at Wineera Drive to improve access to the harbour edge and develop a new playground.

Presentation

PCC Climate Adaptation Presentation by James King (PCC Principal Climate Advisor)

The PCC District Plan which will be ratified in November will have a climate adaptation focus in District plan.

Issues being considered include storm surge, significant localised rainfall, asset management (water, roading, parks) to get level of service that communities want.

It will involve long term planning and prioritising over time 25-30 years,

Budgets are constrained, central govt support still forming, insurance and banking retreat.

Currently In design phase with Ngāti toa.  Kick off by a workshop on how to tackle this work. Moira proposes some engagement with the other pilot

Matters arising

Daniel a local resident is investigating a food waste system for PKB including, community composting, a mulch pile and financial model. Has connected with PKB Community Garden to consider how to collaborate, look at capacity and PCC connection.

Project Updates

Climate Action Rōpū

  • Strategy meeting at start of the year
  • Meet the neighbours Day is booked Saturday 21 March, 3-4.30pm at Wairaka Reserve.
  • We are preparing for the Meet the Neighbours event on Sat 21st March. We have the RA, RSA, Scouts, and Community Garden involved.
  • Local solar electrician, Luke Harris, has made a substantial donation to Kōrero which has been a great help.
  • Climate Action met with James King and are very supportive of his community engagement around Climate Adaption.
  • We’re thinking about our activity at three levels – local, city, and national. And that the national level might mean that in the Matariki issue of Kōrero, we survey political parties on their climate change

Kia ora koutou katoa

In our last report, we shared our worries about funding, having missed out on two successive grant applications. Amongst our strategies for addressing this issue, we decided to include an appeal in the last issue of Kōrero.

We’re thrilled to report that even before we had seriously begun distribution, we received a donation of $1000 from local solar electricity specialist, Luke Harris. We’ve also received at least one other significant donation from people who prefer to remain anonymous.

Through their generosity, we now feel confident that we can get through this year. And of course, we feel greatly buoyed by the support!

We’ve commenced work on the April issue of 2026 with its theme of volunteering and

volunteers. It feels very appropriate to have the opportunity to celebrate 100 years of service by the volunteers within our Residents Association. We have two pages set aside for this. We could potentially split the copy that has been supplied over those two pages by enlarging the text. However, you may also like to take up the opportunity to use the second page differently.

Please note that the theme for the June issue is Matariki, with a focus on climate and the

environment and the copy deadline will be 6 May.

Planning for winter planting
Vicky has a rotational plan for garden.

Compost Storage
No report from Paul.
Verbal plan to change it from East/West leading to South/North leaning so it drains towards the tank. A big job that needs 6 people.

Bulbs/Neighbours Day
We’ve potted up lovely spring bulbs to sell on Sat 21st. We also go donated some small terracotta pots which we’ll do something with.

South boundary
Brian has been in contact with Dave Stone. He said we can remove fencing material on our property. There’s a Karaka branch on the boundary that needs cutting and was also a pile of branches that we can’t cope with. He said he’ll mulch both on the same day.

We’ll be taking the fence down this Saturday morning.

Social
We’d like to have a social event (not at the RSA). Lenka has kindly offered her house as a venue. We’ve had a potluck there before and so we’ll ask for a date that suits her.

Rongoa
The garden is growing well. Major thing is keeping the weeds down. Ted is going to make some stakes so we can mark the plants better.

He Ara Pukerua

  • The Long Walk from Wellington to Waikawa:  An event to celebrate the publication is planned for 29 March at Halfway House, Glenside.
  • Hutt Mana grant:  Work on our application is underway.
  • Pukerua Bay sign:  The site has been cleared.  The cost for complete replacement is exorbitant. The next step it to discuss how we can re-create the sign at a more modest cost.
  • He Ara: Team members attended the Glenside Reserve Community Workshop which aims to restore birds to the reserve around Halfway House, Glenside. They also have The Long Walk on display and for sale.
  • Climate Action event:  He Ara will present 100 years of achievement of the Residents’ Association at the event on 21 March.
  • Korero:  He Ara have re-submitted the centre spread article celebrating 100 years of the Pukerua Bay Residents’ Association.

Action Items
