Minutes of 2009 AGM: Proposed June Penhey, seconded Iain MacLean. Adopted by acclimation.
Financial Report
The financial report was presented by the treasurer, June Penhey. The balance in the Residents' Association's account is $4,206.99. This reflects the healthy balance from the beginning of the year, little of which was spent during the year.
Adoption proposed by Pat Hanley, seconded by Margaret Shields. Adopted by acclimation.
Chairperson's annual report
Tabled by Pat Hanley. The report summary:
- Congratulation to PCC for winning three Gold Awards in the International Awards for Liveable Communities. This is an enormous achievement for Porirua; thanks to Moira Lawler, Tim Sheppard, Ian Barlow (et al.) Comment by one of the judges from Japan: "a sense that they have a voice that is easily heard". Commend PCC for its initiative but note with sadness the lack of attention by media to Porirua's achievement.
- The cycleway from Teihana Road to Onepu Road will be completed in the next couple of years.
- Graffiti - Dealing with this is a cooperative effort with residents.
- Marine protection - We will maintain a watching brief over this exercise in local democracy. Current protection was developed in conjunction with Ngati Toa - great example of collaboration working to achieve goals - protection in place to 2014.
- Road and pedestrian safety - Government priorities now are in the economic stimulus package - subsidence work is to get more cars on the road, not to address Pukerua Bay safe movement issues outlined in the NAP.
- Muri Station - We oppose the closure of Muri Station. We believe it is unacceptable for KiwiRail to transfer the risk from their operation to the passengers who will now be forced to walking along SH1.
The report was adopted by the meeting.
Civil Defence Emergency Management
Report presented by Robyn Moore, Civil Defence coordinator:
- Water tanks have been installed in and around Porirua to increase resilience - so far 300,000 liters. Goal 1 million liters for the city.
- Training lined up for 2011 includes radio, first aid.
- Tsunami plan now in place, beach residents are coordinated to leave for higher ground in event - thanks to Brian Staniland, beach coordinator - keeps all records up to date (telephone/email tree), so we have contact details and know who might need assistance in event of earthquake or tsunami.
Presentation of Draft Village Plan
Presented by Kate Dreaver on behalf of the Village Planning team that also includes Dagmar Pesendorfer and Robyn Moore.
- The plan will be based on community input - your voices.
- Survey and content analysis now finalised. Good response - thank you for imaginative, thoughtful, "doable" input.
- Tonight we will capture as much feedback as we can.
- Aim to get the updated Village Plan out in 2011.
Residents were asked to put their feedback to the proposals on the sheets provided around the hall.
Update on Muri Station
Iain MacLean presented the Residents' Association's proposal for GWRC to keep Muri Station open. This involves a limited service for Muri Station, which would satisfy safety concerns and allow that station to stay open.
The meeting voted on the motion that "This meeting supports the retention of Muri Station." Put by Margaret Shields, seconded by Mike Penhey. The motion was passed unanimously.
Pre-school development plan
This was presented by Amanda Coulston, Area Manager of the Wellington Free Kindergarten Association. The Kindergarten Association is proposing to expand the pre-school centre to increase the number of children who can attend each session, including catering for more under-two year olds. Reasons include improving the effectiveness of the pre-school and providing more places to children. The current format and numbers are not seen as being sustainable by the Ministry of Education. The Kindergarten Association will consult more with the community before proceeding with the plans.
Safety of pedestrians on State Highway 1
The meeting discussed the concerns of local parents about the lack of a safety barrier on the newly formed stretch of SH1 between Wairaka Road and Pukerua Beach Road.
Motion put by Dennis Rockell for "Roading authorities to institute appropriate measures to ensure maximum pedestrian safety along SH1 between Wairaka Road and Pukerua Beach Road." The motion was passed unanimously.
Election of committee
Previous committee members returned with one new member appointed, Lindsay Thomas.
Following the AGM there was a "Meet the Candidates in Mana by-election 2010" meeting.
