Balance $5,588.90
Tony Jackman (on behalf of the Residents' Association) has been granted $1,050 for telephone poles from Mana Community grants on 14 Mar.

- PCC meeting minutes - Special council meeting re. property in Steyne Ave to preserve heritage.
Discussion: Process for strategic/historic value land purchases. The possibility of buildings like the Red Shed could be a strategic purchase. - Notice for extraordinary meeting 20 Apr
- GWRC financial and statistical information.
- PCC sub-committee reports - audit and city services, mentions upcoming Sister City visit to Blacktown during their festival week. Pre-school expansion. Pukerua Bay's public toilet behind library included in a review of toilets city-wide.
Discussion: Toilet upgrade is budgeted for 2011/2012 or 2012/2013 financial year? Whether public toilet in Pukerua Bay will be moved to a new location is open for debate. The Residents' Association would be consulted. - Strategic financial and regulatory committee - policy re. dogs and horses.
- PCC re. hearing on Draft Annual Plan submission. The hearing is tomorrow, 11 May.
Discussion: Robyn is speaking to the submission supporting the Civil Defence approach for the whole city. - Pre-school extension, from PCC re. changing designation from scenic to public use for back of pre-school building. Library may also be on scenic reserve. PCC only interested in objections related to Reserves Act - change in classification.
The re-classification proposal changing consent. Ian reported that Kindergarten still working through that. Change of classification will still require sign-off by PCC; however, the consent application may or may not be notified. - GWRC thanking for the water submission from Oct last year that Robyn made on behalf of the PBRA and outlining process and date for hearing in June.
Discussion: Robyn attending hearing.
Graffiti
The wipe-clean paint for possibly painting the education centre in the Secret Valley to prevent graffiti and paint for covering graffiti is with Gil. Gil to talk to Tony Jackman to check if using wipe-clean paint is ok for the Secret Valley.
Mention graffiti guardians in next community newsletter, Dagmar action.
Muri Station
Still to do a survey of Muri train passengers now using Pukerua Bay station. Carry out in June if possible; Gil and Ian(?) to draft. Need help to hand out surveys from early starters.
Marine Protection Group
Pauline reported on marine protection group.
Committee had a meeting last week re. legislation. Have not heard back yet from key contact at Hongoeka.
Some infringer number plates have been recorded already. Pauline has the pager for the ranger when a response is needed.
The 0800 4 POACHER contact number to be put on the sign at the end car park. Lindsay to follow up with GWRC or Ministry of Fisheries.
Civil Defence
Scout hall inventory - when Iain gets back.
Robyn will be presenting on 30 May to AGM at Plimmerton re. the Christchurch experience.

Muri Station
Update from Ian Barlow: An Attempt by KiwiRail and GWRC to have a meeting. Ian keeping live, presented agenda including query re. funding.
From a PBRA perspective we would want discussed:
- What has to be done to keep it accessible and safe
- Budget
- Indicated we want to work to make the best of the situation
- Additional funding for pedestrian safety measures
- Signage
- Keeping accesses open - to Muri Road, to Puketai Place reserve
Tony Jackman is looking for somewhere to store the sheds for future possible use of buildings. PBRA to look at ideas for the buildings: Where could they go?

Community Plantings
Three community plantings - main road and Pukerua Bay station
Mulching tomorrow, 11 May at Pukerua Bay station.
Village Plan Draft
Robyn presented summary of actions arising from the Village Plan draft.
It has more photos of people doing things in Pukerua Bay. Now needs PBRA members to read through and approve the draft. Any major changes through to Robyn by Thu, 11 May. To PCC through Ian - sign off with subtle changes tomorrow. Robyn outlined Village Plan is essentially an aspirational document and wants to maintain a factual tone.
Discussion: Suggested an alternative paragraph on early childhood facilities. Say more strongly that there are issues to work through, and that prioritised enrolment is on offer. There was some discussion about whether or not to add the word "lobbying".
Scout hall - keep a watching brief.
Youth worker added to skate park section as a mitigation against vandalism and graffiti.
Access to and from - specify locations where walk- and cycleway will be going. Marking out where around the bluff.
Transport and roading: suggested it would be helpful that people know that an underpass has been ruled out.
Give people the option of asking for median strip pedestrian refuge? Put feelers out? State numbers that had asked for a refuge. There was some discussion on the pros and cons of including the request for additional median strip refuges in the village plan. Ian Barlow suggested referring back to and not contradicting the NAP.
Thanks to those who have worked so hard on the survey and report, and Robyn for getting the final version over the line!
Councillors' Update
Now reviewing and finalising annual plan. Hearing on submissions tomorrow - thanks (Robyn from PBRA). Will be adopting plan in a month's time.
Coming up to drafting long term plan again - that in some ways is more important than the annual plan as it takes that broader perspective.
Also seeking submissions on draft regional waste minimisation plan.
Transportation strategy - check dates.
Village Planning Update
Ian Barlow - Village planning - SH1 meeting with NZTA re. cycleway/walkway from shops to Wairaka Road this Friday, 13 May. Looking to install Armco barrier as there is at the northern end of Pukerua Bay. It is possible to have the barrier close to the live lane, however this needs some debate with NZTA. Once there is signoff, work on the path can start.
City revitalisation?? - Draft consultation submission due in next few weeks. Dagmar to look at with Robyn.
Gil - ensure councillors get the email with agenda and confirming date.
