Neighbourhood Accessibility Plan

Deborah Hume, Wellington Regional Director of NZTA and Peter Hookam, NZTA were welcomed to the meeting. An overview of the Pukerua Bay NAP, submitted in June 2008 was presented by committee members. Tessa Moore also gave a personal perspective.

Deborah Hume then outlined the new government's emphasis particularly on economic efficiency, choice and safety. Issues relating to sustainability, walking and cycling are of little relevance. The NAP appears to no longer be included in the activities of NZTA.

She advised that none of the initiatives included in the Pukerua Bay NAP would be funded.

She outlined three criteria and advised as to how the projects stood in relation to these criteria:

  1. Seriousness and Urgency: rated low
  2. Effectiveness of Solutions: rated medium
  3. Economic Benefit: rated well below the required scale

If the projects are taken together as a package (as the plan clearly intended), their benefit/cost ratio was even lower.

She then outlined the various sources of funding. The only chance of funding any of the projects was through a partnership involving either the Porirua City Council or Regional Council being prepared to part-fund.

The overriding criteria is essentially the estimated benefit/cost ratio and on this basis the fact that there have only been 25 crashes and one fatality in the past 5 years results in a very low rating of the proposed works. We were not advised as to how many more crashes or fatalities would be required to enable the work to qualify for funding.
