Matters Arising
Kate and Iain attended the inaugural conference of Residents' Associations ("Residents 2010"). Pat Hanley was a speaker. See later comments from Kate and Iain. Flush diverters needing attention by a qualified person please. Ian B will organise with Trevor Farmer to correct the installation.
Pat has estimates for an updated local directory.
Village Plan Survey pilot completed. Now to Robyn and Jane (designer) for design and sign-off by end of April, for delivery early May.
Other points - from PCC:
- Graffiti a concern - need a strategy and a peer to guide this. Suggest collaborating with skaters to write a code of conduct and have this clearly displayed at the park. Only skate/visit the park if you buy into the code.
- Good progress on stabilising work, planting plan required, see later.
Finance
Total in account $4,101.86.
Pat's expenditure on photos, etc. for gala outstanding. We must invoice PCC for room hire.

Village Planning
Muri Station update: Dan Gordon of KiwiRail - Still no safety assessment undertaken. A report was expected by this month. Peter Glensor and Dan G had agreed to keep us fully consulted. Pat to contact Peter G or Dan.
Graffiti boards at the skate park: are they working? - Bill Inge believes that until we appoint a responsible and "youth-engaged" person to work with the kids at the park, "we're pushing up hill". Bill has some funds to reimburse this person (to an extent) for their time. Offers? Any reduction in graffiti is a reduction in costs of Teflon type paint ($800 / 10 liters!) and labour. Plus, residents feel safer/happier with reduced tagging/graffiti. The committee remains unsure about the utility or otherwise of the boards. Give the boards more time. Most importantly, find someone willing to help organise a co-written code of conduct for users of the skate park. Graffiti removal in undesignated areas will be more immediate from now on. Raise profile of zero tolerance to graffiti for areas outside of the skate park. Bill/Pat to speak with Anne J of Pukerua Bay Sk8 Inc about preventing graffiti and vandalism. Robyn to talk to neighbouring skater, Geoff.
Work on the survey for updated Village Plan: running to planned timeline. Two weeks until design begins. Expect design and print phase (Robyn) to take 2-3 weeks. Deliver to Pukerua Bay residents, groups and businesses by 7 May.
Ian B: NAP: Report on NAP by Michael Burnett. Some recommended work going to PCC services vote in May. Remember, Ian B on holiday May to July. Bon voyage Ian :-)
Planting in the SH1 gully: Gay Hay, Kate, Gil to liaise with Opus/Fulton Hogan regarding plants. Ratas were suggested for the low part of the gully. Tony Jackman also consulted.
Pat Hanley: From last minutes... Can we have some stats in the Village Plan? Particularly important to give context now that it has been acknowledged as a foundation document. Yes, but note, not room in the Village Planning questionnaire.
Jonathon Westrupp, Community Constable: Keep in touch with Jonathon re. our progress and thinking on skate park/graffiti issues.
Civil Defence
Still to correct design elements, identified by Robyn after visiting nine sites with Stan Abbott (director of roofwater research at Massey University). Ian to follow up with Trevor Farmer and ask that we organise a qualified person (PCC will have someone) to the problematic sites.
Other Business
Cost estimate from True Print for local phone directory. 700 copies $2,300, colour cover, b/w inside. All colour: $3,725. Reference the Electoral role. Otherwise expensive or even may be impossible to get Pukerua Bay phone number listings from White pages. Think about charge rates for ads and how many?
Residents' Associations' Conference: Kate, Iain, Pat attended. Pat also a key note speaker (on Civic Organisations - working towards community goals). Kate - inspiring conference. We (and Kapiti) are lucky to have an open and reciprocal process with our local council, compared with residents' associations from some other areas. Colin Bleasedale (Plimmerton) keen to expand relationships between Porirua area Residents' Associations. Kapiti keen to engage over transport issues. Pat spoke with Fran Wilde, thanking her personally for her input to our successful fisheries submission. A general feeling that in some ways, regional councils have more work to do in terms of engaging with their constituents. They have at times relied overly on officer input, missing local knowledge. But generally felt that we are well served in the Porirua, Hutt, Kapiti region, both at regional and local level.

- Peter Glensor - Pat to contact Peter and perhaps Dan Gordon (KiwiRail), so we are kept in the loop regarding Muri Station decision-making.
- Pat - write a submission supporting the annual plan.
- Bill/Pat to speak with Anne J of Pukerua Bay Sk8 Inc about preventing graffiti and vandalism.
- Robyn talk to neighbouring skater, Geoff.
- Robyn - liaise with Jane C over design and sort printing through PCC print "shop".
- Robyn - if possible to submit to GWRC by 23 Apr, do so.
- Ian B/Kate/Gil - talk to Gay Hay regarding plants for the SH1 works.
- Ian B - sort out (with Opus and partners) the unsafe footpath through the SH1 construction site.
- Ian B - Kate/Gil will be copied into emails with Linda Kerkmeester. Keep in mind Ngati Toa representation.
- Village Plan Questionnaire to delivery stage by 7 May.
